The TCAR OPS Air Operations regulation as well as TCAR OPS Parts, shall enter into force on 8 December 2023. However, the TCAR OPS Air Operations regulation does not entry into force the new applicant who submits AOC Application before 3 December 2023.
The TCAR OPS Air Operations regulation as well as TCAR OPS Parts shall be fully applicable and binding in their entirety from the 3 December 2026. Beyond this date, operators shall comply with the detailed requirements contained in this TCAR OPS Air Operations regulation and TCAR OPS Parts and shall have obtained, from the CAAT, the appropriate certificate, approval or authorisation issued in accordance with this TCAR OPS Air Operations regulation and TCAR OPS Parts as applicable.
Between December 3, 2023 to December 3, 2026, the operators in the transition period must adhere to the regulations outlined in the Provisions for the transition of Cover regulation to TCAR OPS and TCAR OPS Parts DEF, ORO, CAT, and SPA.
This transition period is applicable for the existing AOC holder and the applicant who already apply before 3 December 2023.
The transition to TCAR OPS process:
Five phases consist of;
Phase 1: Pre-Application
Phase 2: Formal Application Phase
Phase 3: Document Evaluation
Phase 4: Demonstration and Inspection Phase
Phase 5: Certification Phase
Application and Documents
The applicant shall complete and submit the application packages "AOC-TCAR: Application for AOC Transition to TCAR OPS" through EMPIC for applying Re-Certification TCAR OPS to CAAT, mandatory documents to submit as listed below;
1. Intention letter
2. Transition plan to TCAR OPS
3. Management of Change (MOC), Risk Assessment and Mitigation Measure
4. CAAT-OPS-TCFM-101 : Application for Air Operator -Certificate
5. CAAT-OPS-TCFM-102 : Application for Operations Specifications
6. Compliance Lists;
7. Manuals and/or Document as described in the Regulation of Civil Aviation Board Number 26 (Operations Manual Part A, B, C and D)
Note: For the first submission, the operator shall submit the documents (No.1-5) and the Operations Manual Part A by 30 June 2024. However, the applicant must complete and submit the remaning documents requested by CAAT and can be submitted during the phase 2 of transition to TCAR OPS or upon requested by CAAT.
