What do you need to be approved for dangerous goods?

Thai AOC holders, dangerous goods can only be carried according to the International Civil Aviation Organization’s Technical Instructions for the Safe Transport of Dangerous Goods by Air, irrespective of whether the flight is wholly or partly within or wholly outside the Kingdom of Thailand. An approval must be granted by the Civil Aviation Authority of Thailand (CAAT) before dangerous goods can be carried on an aircraft. |
Any subsequent changes to the previous approval by CAAT which is not limited to amendments to the Operations Specifications (OPS SPEC), and any changes in specification approval such as dangerous goods shall receive prior approval before implementing those variations. A renewal for dangerous goods permit shall be applied at least 90 days before the expiry date of the existing permit. |
All Thai AOC holders' dangerous goods training must be provided or verified upon employment before they carry out any of the functions for which they are employed involving dangerous goods or general cargo. To ensure that dangerous goods can be safely transported by air, it is crucial to provide training to all employees involved in the handling of Dangerous Goods. This includes entities other than air operators involved in the transport of dangerous goods by air such as Ground Handling Providers, Training Providers, Designated Postal, Shippers, Packers, and Freight Forwarders. |

Dangerous Goods Accidents An occurrence associated with and related to the transport of dangerous goods by air that results in fatal or serious injury to a person or major property or environmental damage. |

Dangerous Goods Incidents An occurrence other than a dangerous goods accident associated with and related to the transport of dangerous goods by air, not necessarily occurring on board an aircraft, which results in injury to a person, property or environmental damage, fire, breakage, spillage, leakage of fluid or radiation or other evidence that the integrity of the packaging has not been maintained. Any occurrence relating to the transport of dangerous goods which seriously jeopardizes an aircraft or its occupants is also deemed to be a dangerous goods incident. |

Undeclared or Mis-Declared Dangerous Goods An operator must report any occasion when undeclared or mis-declared dangerous goods are discovered in cargo or mail. Such a report must be made to the CAAT and the State in which this occurred. An operator must also report any occasion when dangerous goods not permitted under ICAO TI 8; 1.1.1 are discovered by the operator, or the operator is advised by the entity that discovers the dangerous goods, either in the baggage or on the person of passengers or crew members. Such a report must be made to the appropriate authority of the State in which this occurred. |

Reporting of Dangerous Goods Occurrences An operator must report to the CAAT any on occasion when:
a) dangerous goods are discovered to have been carried when not loaded, segregated, separated or secured in accordance with ICAO TI Part 7;2; or |

Dangerous goods occurrences meeting the criteria of The Civil Aviation Authority of Thailand requirement no. 22/2562 on " Reporting of civil aviation occurrence" also meets the definition of a dangerous goods accident or incident (above), reportable in accordance with The Civil Aviation Authority of Thailand requirement no. 22/2562 on " Reporting of civil aviation occurrence" Accordingly, the reports must be reported to CAAT within 72 hours. In addition to the requirements of the ICAO Technical Instructions for the reporting of dangerous goods occurrences (all above), The Civil Aviation Authority of Thailand requirement no. 22/2562 on " Reporting of civil aviation occurrence" requires that any incident which endangers or which, if not corrected, would endanger an aircraft, its occupants, or any other person is reported to CAAT. |
