Glossary
Authorized Medical Examiner (AME). A physician with training in aviation medicine and practical knowledge and experience of the aviation environment, who is designated by the Director General to conduct medical examinations of fitness of applicants for licences or ratings for which medical requirements are prescribed and issue medical certificate only for the renewal of all classes of medical certificate.
Senior Authorized Medical Examiner (SAME). A physician with training in aviation medicine and practical knowledge and experience of the aviation environment, who is designated by the Director General to conduct medical examinations of fitness of applicants for licences or ratings for which medical requirements are prescribed and issue medical certificate both for the initial issuance and the renewal of all classes of medical certificate.
Medical Assessor. A physician, appointed by the Director General, qualified and experienced in the practice of aviation medicine and competent in evaluating and assessing medical conditions of flight safety significance. Note 1. – Medical assessors evaluate medical reports submitted to the Authority by AME, SAME.
Note 2. – Medical assessors are expected to maintain the currency of their professional knowledge.
Board of Aeromedical Specialist (BAS). A board of physicians, appointed by the Director General, qualified with expertise and excellent experience in the practice of aviation medicine.
Aeromedical Center (AMC). Hospital or Clinic where the designated AME/SAME conducts medical examinations of fitness of applicants for licences or ratings for which medical requirements are prescribed and issues medical certificate both for the initial issuance and the renewal of all classes of medical certificate. The hospital or clinic shall also conduct activities concerning aviation medicine, preventive medicine and clinical aviation medicine. Moreover, aviation medicine education and training, aviation safety and research and development are also necessary.
Aeromedical Office (AMO). Hospital or Clinic where the designated AME/SAME conducts medical examinations of fitness of applicants for licences or ratings for which medical requirements are prescribed and issues medical certificate for the renewal of all classes and the initial issuance of class 2 and class 4 medical certificate only.
The Authority. The Civil Aviation Authority of Thailand (CAAT).
Director General (DG). Director General of The Civil Aviation Authority of Thailand.
Aeromedical Department (AMD). Aeromedical Department of The Civil Aviation Authority of Thailand.
Qualifications and Required Documents for AME/SAME Application
Applicant who wishes to apply to be designated as AME/SAME shall have the necessary qualifications and submit the properly filled application form in conformity with the attached standard form to CAAT, along with the required documents as the following;
1. Authorized Medical Examiner (AME)
(a) Qualifications
1) Hold the valid License to Practice Medicine from the Medical Council of Thailand.
2) Complete the Aviation Medicine training in the course which is accredited by the Director General.
3) Shall be in good health condition.
4) Shall not be in the period of AME designation suspension or in the period of less than two years after the latest AME designation revocation.
(b) Required documents
1) Copy of Doctor of Medicine Certificate.
2) Copy of License to Practice Medicine from the Medical Council of Thailand.
3) Copy of Diploma/Certificate in Aviation Medicine Program which is accredited by the Director General or Copy of Diploma of Thai Board of Preventive Medicine (Aviation Medicine) from the Medical Council of Thailand.
4) Medical Certificate
5) Letter of Consent from the intended medical examination site. If it is not the AMC/AMO where designated by the Director General, the equipment for medical examination shall be declared in complete detail of type and amount.
6) Any other documents which specified by the Director General.
7) Application for Authorized Medical Examiner.
2. Senior Authorized Medical Examiner (SAME)
(a) Qualifications
1) Shall have been designated and practiced medicine as AME for at least five years.
2) Shall hold Diploma of Thai Board of Preventive Medicine (Aviation Medicine) from the Medical Council of Thailand.
3) Shall complete the Continuing Medical Education (CME) in Aviation Medicine according to the specification from CAAT.
4) Shall have experience and familiarity in duty performance of the medical examination applicant.
5) Shall be in good health condition.
6) Shall not be in the period of AME/SAME designation suspension or in the period of less than two years after the latest AME/SAME designation revocation.
In reasonable and necessary condition, the Director General may consider the reduction or exception of the specified qualifications of SAME as seemed appropriate.
(b) Required Documents
1) Copy of Diploma of Thai Board of Preventive Medicine (Aviation Medicine) from the Medical Council of Thailand.
2) Copy of document or evidence representing completion of Continuing Medical Education (CME).
3) Copy of document or evidence which can prove that the applicant has experience and familiarity in duty performance of the medical examination applicant.
4) Medical Certificate
5) Letter of Consent from the intended medical examination site. If it is not the AMC/AMO where designated by the Director General, the equipment for medical examination shall be declared in complete detail of type and amount.
6) Any other documents which specified by the Director General.
7) Application for Authorized Medical Examiner.
3. Period of Designation Validity
The Director General shall announce the designation of AME/SAME for each 3 years term.
4. Issuance of Certificate and Credential for AME/SAME/Medical Assessor
The Director General shall issue Certificate and Credential of AME/SAME/Medical Assessor in conformity with the attached standard form to the qualified designated AME/SAME/Medical Assessor.
5. Renewal of Designation
In case that AME/SAME wishes to apply for the renewal of designation, AME/SAME shall submit the request according to the attached standard form at least ninety days before the expiry date of the recent designation. The AME/SAME shall also submit the document which can represent additional experience in aviation medicine (if available) e.g. copy of training completion certificate, academic conference, academic field visit etc. plus document or evidence showing completion of Refresher Training (if available)
6. Duties and Responsibilities of AME and SAME
(1) Perform medical examination at hospital/clinic designated by the Director General.
(2) Perform medical examination to ensure that the applicant is physically and mentally fit for duty in compliance with the medical standards specified by CAAT and issue medical certificate according to the authority of such AME/SAME.
(3) Submit Medical Examination Report which such AME/SAME has considered rejection of medical certificate issuance to Aeromedical Group (AMG) for further consideration according to authority.
(4) Submit copies of Application for Medical Certificate Form, Medical Examination Report and issued Medical Certificate to Aeromedical Group (AMG) monthly with no delay.
(5) Securely store related information and document plus medical examination report of every applicant as classified matter.
(6) Maintain knowledge and continue studying in aviation medicine.
(7) Attend and complete Refresher Training Course organized by Aeromedical Group (AMG) or organization which is accredited by the Director General at least once in four years term.
(8) Study and enhance deep knowledge and understanding in rules, regulations, policies and operating procedures of CAAT regarding Medical Certificate issuance as specified by the Director General.
(9) Establish familiarity and quest for experience in aviation and duty performance of the License Holder and Flight Crew Member.
(10) Shall not issue medical certificate for oneself.
(11) Shall not perform medical examination when there is inadequacy of the latest experience in duty as specified by the Director General.
(12) Perform duty in compliance with rules and restrictions as specified by the Director General.
7. Suspension, Revocation or Renewal Rejection of AME and SAME Designation
The Director General may take consideration to execute suspension, revocation or renewal rejection of AME or SAME designation when the fact is obvious that such AME or SAME cannot meet the required qualifications as indicated or violates the rules and responsibilities specified.
8. Medical Assessor
The Director General shall designate an AME/SAME who is consistently qualified with excellent knowledge and experience in aviation as a Medical Assessor. The Certificate of Designation and the Medical Assessor Credential shall be issued in accordance with the attached standard form.
9. Duties and Responsibilities of Medical Assessor
The medical assessor shall audit and evaluate the medical examination reports which AME/SAME submits to AMD to verify the precision, completion and compliance with specified medical standards. The medical assessor shall also audit the performance of AME/SAME/AMC/AMO to detect the violation or disobedience according to duties and responsibilities specified.
The medical assessor are expected to maintain the currency of their professional knowledge.
If the fact obviously appears before the medical assessor that AME/SAME/AMC/AMO violates or disobeys duties and responsibilities as indicated up to each case, the medical assessor shall submit the audit result and comment in written notice to CAAT.
